Real workout: County’s new fitness program drawing criticism

A new fitness program for Walker County employees is getting a real workout.
“This has really become a political football in the city of LaFayette,” Commissioner Bebe Heiskell about public criticism of the program. “But this was an administrative decision that was made with a two-fold purpose — to improve the health of the individual and to offer Walker County employees lower insurance premiums.”
The choice of the fitness facility has become the central issue. There are about a half-dozen fitness facilities in Walker.
Heiskell chose Jack Silberman’s The Key to Fitness facility, which in the Fieldstone Farms complex in Rock Spring.
Some are arguing that Heiskell should have opted for a facility in LaFayette or Chickamauga. Heiskell insists these facilities have shortcomings.
“We were able to negotiate a really low price (with Key to Fitness) for everyone eligible that will cost us $9.75 per month per employee. ... Also, it is located in the middle of the county. It is closer to the Fairview tax office, the county road department, code enforcement, building inspection, the record’s office, the 911 center, the agricultural center, the civic center, and nine fire departments.”
Heiskell said her decision was based on fairness.
“I thought, well if we go with a Chickamauga facility, LaFayette will be upset, and if we go with a LaFayette facility, Chickamauga will be upset,” Heiskell said. “So we had a Walker County resident that made this investment in the commercial strip at Fieldstone Farms that is centrally located in the county and that seemed to be the best answer to our need.”
Some have suggested that each county employee should be able pick the facility of his or her choice, with the county picking up the bill.
“I looked into this option,” Heiskell said, “but I couldn’t get the same kind of deal if it was broken up. It is a group plan like health insurance. I can’t afford to do it that way. I was offered deals by other facilities but I simply couldn’t get it at that kind of deal.”
Heiskell said the fitness program is not a requirement for county employees.
“Back at the end of last year the fire department wanted to put into their budget fitness money so they could go work out,” Heiskell said. “Then I thought, well you know the Sheriff’s Department is just as much in need of that sort of fitness program as the fire department. So I began to look around at facilities.”
Heiskell said that some fire department employees initially wanted to go to a gym in Fort Oglethorpe but she insisted this was not an option she supported.
“They were looking in Fort Oglethorpe and I said that I would not allow a plan that isn’t inside Walker County,” Heiskell said. “So we began to look around locally. The Fieldstone facility was new and modern, and some of the people from the fire department went ahead and joined up there. ... They began to solicit us and the deal they negotiated to us was the best.”
Heiskell said the program is available to all of the county’s 400 employees.
“You have to realize that most of our employees are men, and so programs offered by Curves (a fitness center tailored to women) was not an option we could consider,” Heiskell said.
Heiskell said she began seriously considering a fitness program for county employees in February because she saw the possibility of reducing their insurance premiums.
“We were going to be able to improve our insurance coverage through the cost of premiums by reducing claims through implementing a wellness program,” Heiskell said.
Heiskell said the intent of such a wellness program offered by the county could potentially cut down on the number of people who smoke, lower blood pressure, lower cholesterol and lower weight. Insurance companies, when writing individual health coverage policies, consider all of these factors.
“We want to encourage fitness, quality of lifestyle, and health because about 70 percent of the problems we have with our health in America is caused by our lifestyle,” Heiskell.
She said the new fitness plan incorporates many elements to improve the overall wellbeing of county personnel.
“We also are looking at doing a heart-healthy program and a cancer screening program with our new Rossville health facility which would also include providing physicals for our employees,” Heiskell said. “It’s all voluntary. They don’t have to participate in any of these programs, but they are there if they choose.”
Heiskell said county employee are not limited to the programs offered through the county, but the county will not pay for these.
“They are free to participate in other programs that best serve their personal needs,” Hesikell said. “We are offering a basic plan and it is simply an option they can participate in if they choose.”
Heiskell said she hopes the program will ultimately benefit every resident of Walker County.
“This will hopefully be a cost savings for the taxpayers of this county because we will off-set it (the cost of the program) in another way (by lowering insurance premiums paid for workers),” Heiskell said.

Juga, I don't give a rip who gets the business. In my opinion there should not be any money spent like this. For the record I don't work for nor go to any gym. I probably should but we can discuss my health in a later blog. What I am concerned with is a waste of money. I really don't care who is spending it. Just spend it more wisely. For the record I do not oppose Bebe nor do I support her in all her decisions. It doesn't matter if Heather is not on the Bebe wagon or if the Fieldstone investors are not Walker citizens. Look at the money. Look at the proposed expense. Look at the benefits. Look at the drawbacks. Weigh it all out and you'll see it is a waste. Insurance is a racket. all you have to do is make the records look good and they'll give you your discount. Just ask anybody who falsified the Hydrant records for the Fire Dept. and moved equipment around so the inspector saw there was enough or falsified the night crew attendance sheets to give Walker a lower ISO rating. Why dont we put a Total Gym in a closet have everbody sign in that they use it. As far as elections go this was not the time to get people up in arms. See, now you have me drifting from the "bottom line". I do not think this is a wise way to spend. Was this posted for bidding? How is the spending of $3900.00 a month going to save me money? Will my taxes drop $2.00 dollars next year? Like I've said before we can't afford anymore tax breaks. |

Insurance business is based on risk factors. When an organization like Walker County government is offering a fitness program for employees the insurance company does give discounts for the price it charges the county. It isn't based on individual weight, strength, etc. The insurance company doesn't get a report on individuals workout schedule and base cost on that. Yes car insurance companies gives discounts for accident free clients, but doesn't get a report monthly to see if you had an accident or not. The bottom line here is not whether the insurance company gives a discount or not. The problem some has is the fact that the club in LaFayette was not given the business and are mad. That club was in business for many years before the one with the business. Why didn't the owner pursue the possibility? One reason, I believe is that the money was coming in without walker county employees and now that there is competiton, people are mad. Another reason is that the owner doesn't care for heiskell so therefore will not communicate. The underlying issues outweight the real reasons for the disgruntled so therefore this argument will never end. |

"Offerings" and "incentives" do not mean a hill of beans. It is results that count on the bottom line of an insurance company. The insurance business is based on risk. Risk factors, like high blood pressure, high cholesterol, body mass index, and yes, sedentary lifestyle. If these factors cannot be measured, and are not improving, how is that beneficial for the insurance company? My car insurance company does not give me discounts on premium payments because I "promise" not to have any accidents. Instead, they monitor my driving record, and if I am accident-free for 3-5 years, then they will give me a discount. |

Insurance premiums are not lowered based on how many workout,but the plan that is offered to employees. A discount is given to organizations by insurance companies for offereing the incentive. |

On the surface, it says that it will only cost the county $9.75 per month per employee. Wow, that is a bargain. I pay over $30 per month. If you read the statement, however, it says "everyone eligible", which is 400 employees. So, the real cost is 400 x $9.75 = $3,900 per month, regardless of how many people actually go and exercise. If only one person goes to the gym, it will cost the county $3,900 a month for that person to exercise and "get healthy". If only a few people are exercising regularly, how does that lower insurance premiums for everyone? |

So the owner pays taxes. Walker County boasts the lowest taxes in our area. Besides, do you think their taxes are greater than the money they will "earn" from the County??? It still doesn't matter who lives where or who pays taxes. Show me the proof that the employees will all go and will stick to it and I'll consider supporting it. Throwing money down the toilet I will not support. If we offer it to all employees and only have to pay for the ones that actually go, thats another way to look at it. Then we only pay for the 15 or 20 that will actually use it. It would still be fair because it is offered to all. Now, suppose we offer it to all and pay for it by use. Who's to say you can't fudge the list and get a few more members paid for this month and few more next month. You really have to consider all facets when when looking for a diamond. One tiny flaw and it's worthless. |

Thanks for the compliment that I might be a personal trainer at the gym in fieldstone. You are so far from the truth!!!!!!! Actually, I am not a member of the gym,but know many who are. I just know what insurance companies offer and I know how upset the competitors were when the deal was made. The real issue hear is not the fact that taxpayers money is being spent, but an attack on political candidates. It makes no difference to me who is where....the gym is in Walker County and the owner has to pay taxes and the county does benefit. |

Read the articles that I attached to my last post. You will see that encouraging health and fitness is the new thing for businesses and Cotton States is actually and insurance company. Check these articles out, you will see that Bebe has not lost her marbles. Encouraging health and fitness is the wave of the future for insurance. I've heard rumors (not confirmed facts) that insurances all over are looking at charging more for overweight people, people with high blood pressure, high cholesterol, and some already charge a surcharge for people that smoke. If we can help people lower these things and get off of medication, it will lower the premiums and help prevent future cost to the citizens.It is my understanding that all contracts that are signed by Walker County are good for 1 year. You can sign an agreement for longer, but you have to have a way out after each year. I believe that Bebe's intentions were in the right place. She was trying to lower our premiums, realizing that it wasn't going to happen over night, but anything like this should help. GO GO BEBE GO GO!!! GO GO BEBE GO GO!!!! You are doing a GREAT JOB!!!!! |

Once again, Juga, when I shop, I'm not spending taxpayer money. When I join a gym, it's not taxpayer money. That's the whole issue here. It's an expensive and wasteful expenditure which was not thought out. The rapidity with which it was done is what led everyone to suspect a bail out of Jack Silberman's business since the rumors were flying that the gym wasn't making it and was going to have to leave the location. |

What does Juga not understand about the difference between spending taxpayer money on behalf of county employees as opposed to private businesses spending money? Nobody is concerned about how private businesses spend their money. We are concerned about how our commissioner spends OUR money!The other point is that there was NO COMPETITION! Heiskell didn't ask for bids, didn't contact any of the other gym owners in the county, and didn't even poll the employees to have a say in where they preferred to go. |

Maybe if the Comissioner had kept her word to uphold Walker County business instead of sending our tax dollars to people who don't even live in Walker County, she would have our respect. But she didn't.Both Heiskell and Mullis keep forgetting Walker County residents. Isn't Mullis supposed to be working to bring business into the county that benefits the county by employing people? Neither Mullis or Heiskell have put us first. During their terms the county has lost 6 major industries and close to 60 small businesses have gone under. So what did they do? They sent our money to bolster a gym owned by a guy who lives in Chattanooga and provides no employment for county residents. Makes you wonder where their loyalties lie. |

There was never any question about what was going on with fitness when the club in LaFayette was offering free classes for businesses. The owner didn't have to compete for business,but now that there is competition, we have a problem. Anyone could propose a plan and have it looked at. Apparently, all the years the club in LaFayette didn't want to do that until now when someone else did it. Insurance companies do offer a discount on premiums for a group when that group offers incentives for health and fitness. It isn't done person by person, but by organization. Insurance companies feel if a person is actively trying to be fit and eat right, it will cut down on the risk factors and a person will be healthier and not use the insurance as much. OF course, it isn't going to be 100 percent perfect but it does help. |

The whole thing is just a scam. The gym in Fieldstone Farms was going under and the owner is in partnership with the developer (the owner lives in Chattanooga and the developer lives in Catoosa county) and they needed their buddy to bail them out by paying the rent for the next 2 years.Walker County tax money is now being paid each month to these wealthy people. As for providing a gym for firefighters and policemen - they already have their own equipment at the firehouses and police gyms! To even hint that this will be a cost savings for county taxpayers by lowering insurance premiums is false and surely the commissioner doesn't think we fell for that. |

The only way for insurance companies to know you are getting healthy, is not to count how many times you go through the fitness center door, but to monitor your risk factors. Risk factors, like: blood pressure, blood glucose, smoking, cholestorol, and weight. If these factors can be measured and show improvement every year, then the risk to the insurance company is less, so the premiums should go down. Just because you have a health club membership, does not mean you actually exercise (and I am a prime example of that!). |

The gym idea is great. Its the way it was done thats wrong. Every fitness center in Walker County should have been able to bid, that is, if you need a membership to begin with. I like the county buildings idea. Imagine how much equipment could have been bought in the first year with the $46000.00 Then next year we would probably have it all paid for and be done. One more thing, Your insurance is going to go up anyway because they no they can raise it, and, they know you have to have it. Your fighting a losing battle. The way to fix it: Encourage them to charge the premiums based on how many new illnesses you have. That will give everyone a reason to get healthy. |

Install a gym and let them exercise on their own time. Why pay for a gym membership for all county employees when only a handful will use it any way. Encourage a healthy life style by giving them a break on medical insurance. |

I don't care who is slamming who. Bottom line is, we the people do not need to pay for some frivilous expenditure. As far as the lowest taxes goes, well I hate to point this out but we actually need to raise taxes. With the lowest taxes then how can we offer anything other than that to bring in "BIG" business from the "Auto Alley"? Now don't get me wrong, I hate taxes, but they are neccessary to mantain our needs first then our wants. This workout program is a want, and should be stopped. Why not do like other companies have done. Install a "gym" onsite. We could spend alot less money putting one in the north end and one in the south end of the County. Using existing County buildings. NO fees, just an initial outlay. Use a card reader to monitor access and track employees to show the insurance company that they are trying to be more fit. Also, you would see which ones do not go. |

And, when it's spent, I want to know the need was clearly demonstrated, that the selection of vendor was above board, and that the county is getting the biggest bang for its dollar.Just because one party wins and election doesn't mean they get to do anything they want while in office. He or she seems to think that once a person is elected it"s a blank check and nothing they do should be questioned. That's unAmerican. I find fault with the purpose of the expenditure and the closed door manner in which the contract was awarded and announced. Whether the Commissioner wins reelection or not is of little concern to me as long as she asks for bids before spending this much money. |

It is very clear that if Mrs. Dendy had got her way and the County was using City Club we would not be on the blog talking about this. No other fitness club would be running around trying to start trouble if the County had chosen City Club. Walker County has the lowest taxes in the State. At the end of the day...running around stressing about how you all can stir up trouble next is worthless. The contract is still signed with an option to renew for another year. Bebe will beat P.J. Wilson with her little girl pink and green signs. How can you take someone serious that presents themselves as a little girl? Senator Mullis will beat Coker and his rude team of supporters (very classy, I might add...NOT). It really is fun to watch all of you spinning around and around chasing your own tails. |

Maybe Walker County should buy their employees workout clothes and shoes. Statistics show that people are more inclined to exercise if they are wearing the correct attire. |

Juga still doesn't get it. Taxpayers do not want to pay for this. It's okay if this gym wants to offer memberships to county employees for $9.75, but it's NOT okay to multiply that number by 400 and send a check to the gym for $3900 each month for the next 2 years! National statistics show that initially only 10% of a group will use the gym and that drops to 4% over a period of 2 years. What's 4% of 400? That's 16 people. 16 people divided into $3900 is $243.79 per month for each of these employees. Thats far above a normal monthly gym membership. This is simply a giveaway to this business. |

Being "offered a discount" and paying a subsidy are two different things entirely. Do the school, Roper, or Blue Bird actually pay anything to "the other club in LaFayette"? I think you need to ask yourself who is paying the monthly membership dues: taxpayers or employees? |

Have you ever thought that maybe the people who run the gym developed a plan for Walker County and presented it to BEBE? That is what businesses do.......The other club in LaFayette offered a discount for the school system, Roper, Blue Bird....what is the difference. I believe the gym people pursued the idea to Bebe and she took the offer. Anyone could have done that... |

A couple of months ago we heard that the new gym up at Fieldstone Farms was not doing well and was going to have to close. You don't suppose their monthly rent is $3,900 do you? If we find out that's the case, then the taxpayers will demand that this contract be withdrawn as fraudulent. Heiskell says she began looking into this at the end of last year, and yet not one of the other gyms was contacted in all that time. Toosavoter may have a good point. It's easy to find out who the investors in Fieldstone are and whether they've contributed to the Commissioner's reelection campaign. Those of us in Walker County may be easy going, but we're not stupid. |

toosavoter...thank you for mentioning the obvious! This wellness program is not receiving criticism because it is a bad idea. It is receiving criticism because of the way it was developed and implemented. No competitive bid was requested from any of the fitness centers in all of Walker County(Flintstone Fitness, LaFayette Fitness, Chickamauga & LaFayette Curves, City Club). Contact with each owner of these fitness centers proves that no one from the Commissioner's office ever contacted or visited any of these clubs for bid. Additionally, service employees were not asked whether they wanted to join a fitness center, were currently a member of a fitness center nor asked where they would want to go if they had a choice.This is something to think about: $3,900 per month is being paid out of taxpayers dollars to send employees to workout. In passing conversation with SEVERAL of these employees, it has been stated that either they are satisfied with there current center or they have no intention of working out in a fascility because they a)don't have time b) are not interested or c)they work out at home. Consider the number of employees that will actually be using this program 90 days from now. These reasons alone support the fact that this wellness program was not thought out. Now the price of $9.75 per person rises as employees admit they will not use the offer, lose interest in the program, and/or decide they want to make their own decisions as to where they spend their time. How much will each membership actually be costing the taxpayers in, lets say, February 2009? Does anybody really think 400 people will (100%) be taking advantage of this offer? Bebe's idea was an honorable one, yet the flaws of such plan are obvious. |

Does anyone know what the county is paying in insurance premiums today? How do you measure a reduction, if you don't know what the baseline is? Was the $93,000 paid to the gym up front (without a bid)? Most health insurance plans are group plans. Why would the insurer lower premiums if only a handful of county employees are going to the gym? Finally, simply "going to the gym" does not guarantee a health improvement. What about blood pressure and cholesterol screenings, plus smoking cessation programs? |

toosavoter, You said it!!! I agree, this is a waste of money. You know, if a person can't afford a gym membership and suffers under a high insurance premium or no insurance at all, it should make them feel good to pay taxes to cover this. If they feel good then maybe it'll reduce their stress and they can get lower premiums too!!! Next we'll be offering them bus rides to the gym to save gas. Oh I bet that will reduce taxes too. |

Does anyone know what insurance plan the county has? I for one would like to take advantage of lower insurance premiums for getting healthy. If the county is self insured for insurance benefits I can understand how lower claims with reduce the premiums. Other than that I have not yet found a insurance company that will give you lower premiums for having your employees get fit and healthy, as it along with EVERYTHING else is going up in price. That is a great benefit for the county employees, however, I think maybe they should have paid the membership fee for employees if the club charged one and then let the employee pay the club dues at a discounted rate. I feel this is unfair to all the county taxpayers, like the comment from Robbie they will not join that gym but the fee is going to be paid regardless, so that is WASTEFUL spending of the taxpayers money. I know that the State of Georgia is having to cut budgets, people are losing their jobs, having to furlough days from work so this does not set well with all that is going on around us. I just think they should have done more research and come up with better options.. |

As a Walker County Employee, I will opt not to join the gym at Fieldstone because of the distance, the direction I go home, gas prices and an existing membership with City Club. I regret that $9.75 will be paid on my behalf to a gym that I don’t plan to join and wish it could go toward offsetting my existing gym membership by $9.75. Since I have placed that restriction on myself by not joining at Fieldstone, at least I can look forward to receiving the advantage of lowered insurance premiums.I would never say something under the cover of a screen name that I wouldn’t say to someone’s face first. I have personally had 2 conversations with Bebe regarding my feelings on this issue. I still don’t like the way the chips fell and I still wish the wellness plan had been structured differently. |

This is not an issue of individual clubs nor personalities. This is a straight forward opportunity to review the use of tax payers dollars and whether or not we as tax payers feel such expenses are justified and necessary. I would personally like to hear from the individual club owners. Communication between said owners has been positive in the past. There is no need to hide behind false jealousy issues in order to cover up the real reason this is of such interest to so many people. The real reason people want to talk about this at the water cooler is because tax dollars are being wasted! |

Like I said, the numbers won't lie and we'll all find out if spending $93,000 in this way will reduce our county insurance premiums by more than that. Otherwise, I'd like to see a bid go out for any expenditure over the amount of $25,000. Nobody likes to see taxpayer dollars spent without knowing there was a recorded and fair process in play whether it's for health clubs, road repairs, or Christmas decorations.None of this needs to be reduced to a personality issue. It's a money issue, plain and simple. |
