Look! I am not going to talk about the Clements or the "big whigs" as you call them. ALL I can tell you is that you are mistaken about Bebe's relationship with the Clements.You sound a little disgruntled. Are you sure that you don't just have a personal problem with someone? If you have so much truth to tell, now is your chance. Tell it. But I don't believe that what you have told so far about BEBE has been truth. I do believe that she can work with anyone in a public office, but Chuck is not in a public office and she doesn't have to work with him. It has even come to the point where Bebe went to Chuck and ask him what his problem with her is, but it didn't help. He still bashes her and Jeff Mullis at every turn. |

I aint the one who has to hide under a rock. i know who Charles Clements Jr is and I know his son Charles Chuck CLements III they both are crooks and a disgrace to the Walker COunty Government. If the truth was told about the Commissoners office and the connections to the corrupt Clements it would make all of Walker COunty gasp. I know first hand how crooked the government is. IT all is a little click of friends. They all make a living and live well off the citizens of Walker County. Lets not forget that a lot of Walker County citizens dont bother to educate themselves about the politics that runs their lives. Most people just let things happen with out trying to fix the problem. Its status quo. And the devestating job loss that Walker County has expereienced is because of the "Big Wigs" Only a few in our county ever crawl out of poverty and the few thats above it have rode on the backs of the tax payers. Do you ever wonder why Walker County Goverenment has the same people from the same families year after year after year. Because the well to do just keep doing well and the poor people and the families that are struggling just keep struggling and working for the well to do. I know that the " Big Wigs" in Walker County all stick together. They never turn on each other or rat each other out. They stick together and keep things tight. And by the way if Chuck hates BEbe why is he and his father working for her. Why is the Clements so involved in the Commissoners office. Why did they make so much money by selling the Marsh House to the Historical Society that Charles Clements pushed his good friend Bebe to found. Why does Bebe and Charles have so many lunch dates and phone calls. IF they arent in together they sure are in the same bed. Do you ever wonder why the legal community of Walker, Dade, Catoosa, And Chattooga thinks that the Clements Law Firm is a joke. Why did Bebe seek the help of the Clements to get elected. She knows that the Clements has a lot of influence in Walker County. Corrupt it may be but if you have a DUI that needs to go away you go see Charles Clements and he for a few thousand dollars makes it disapear. If you have any need in Walker COunty the man to turn to is Charles Clements Jr he makes things happen all under the veil of good and honest person. If you could reach the people of LMJC and ask every one how many of you have been screwed by the great Clements clan you would have a great number of people tell you that they have been burned by the powers that be. Bebe was right to go to Charles Clemenets Jr to become the Great One in Walker COunty. There is so much shadiness in Walker COunty it would blow the county right off the map if the truth was ever told. Ask your self is Walker County and its unknowing citizens better off today than they have been in the past. Of course not. The powers that be wants Walker COunty to stay dormant and not grow. They do not want jobs for the people and they do not want the ordinary citizens to do better. Who is gonna pay for the Big Wigs in the years to come when Walker County is dead and no tax base to gain revenue from. The jobs leave our people leave and so does the money. You may think I crawled out from under rock. But I assure you that I have seen what was under that rock and its not me not any more. I couldnt stand the moral corrupt government of Walker County anymore. I got out and hope that the people of Walker County wake up and take action. Truth is that most people wont even read this just a few of the people who wants to know whats going on in Walker County. Truth is Walker County cant handle the truth. Truth is that people who know the truth dont want people like me telling the truth you are afraid that the REAL TRUTh will endanger your life style. Carefull about thinking people of Walker County are all corrupt or idiots some of us know more than you would like for us to know. |

sctruth4u - I'm not sure what rock you crawled out from under, but Chuck Clements hates Bebe.Charles Clements is the dad and he represents Walker County in the Magistrate Court for Codes Enforcement issues, but Charles and Chuck are not the same person. You are mistaken on a lot of what you have said. Please check your facts. You couldn't be more wrong. The county employees may not have to worry about a dime, but the ones I know certainly do worry about the other nine dimes it takes to make the dollar. |

I worked for the Walker County Criminal and County government system for years. Trust me BEbe and her crew are as dishonest as they can get. SHe is in with Charles Clements whom we all know is a snake in the grass. Ever wonder why it is that Clements owned the Marsh House and he pushed the Commissioner to found the Historical Society and buy the Marsh house from the Clements. EVer wonder how much money was made by the Clements by selling the Marsh house to the Historical Society. Its no brainer that Clements is on the Historical Society board. Why does Clements get paid each month for a job that is non existent, why does Clements earn a check from the Commissoners office for a job of prosecuiting codes and animal fines. Ever wonder why Chuck Clements is trying to be the county attorney. Chuck Clements has no real experience in being anything except a drunk. He failed law school a few times and took the bar several times. His past experience as an attorney is court appointed and he never stood up for his clients. He has took money from the poor people of Walker County and led them to belive that he was going to help them, he never did. CHuck, Charles. Pat Clements are all snakes in the grass. Get to know why they are in Bebe's group. She has aligned herself with dogs. We all know that if you lay down with dogs you get up with fleas. Bebe is only concerned forherself. NOt the citizens of Walker COunty, She made the remark one time that she wanted to see Walker County as a Tourist destination and thats where the jobs would come from. SHe has virtually ran out all the industry and we have no jobs now. What does she plan on showing in Walker County to make it a tourist destination. I stopped working for the buggers about six years ago. If you are a person of good character you can only put up with the corruption for so long. I seen way to much of it and if the people of Walker County would wake up and realize that they are only being used to line the pockets of Bebe Heiskel and her crew things would change. I promise you that none of her crew worries over where their next dime is coming from or if they will still be employed tommorrow. They have money and continue to take the tax payers money to live on. Wake up people get involved with the killing of Walker County. At one time Walker County was crawling with jobs for our people. THanks to the Government it all been taken away. Wake up take back your county and demand that jobs be brought back to our community. Who will be here when all of our children are forced to leave to find jobs. |

I'm voting for PJ Wilson because I'm tired of Bebe's lies. She didn't contract with that gym because of lower insurance rates. She did it because they were going to have to vacate the lease at the Fieldstone Farms property that Bebe and her friends back. Now they have their rent paid for the next two years. PJ promises to go out on bids, have outside audits, and clean up the books. We don't want the world to fall in on us all of the sudden one day like it did with Wall Street. |

Young Pup before you start throwing out accusations, you need to get your facts in order. First and most importantly I do not expect to receive any JOB from PJ Wilson. I am retired and I plan to stay that way. I also do not appreciate the comment that I was fired from my position in Dade County. I resigned from that position. The citizens of Walker County need to be focused on the issues in Walker County that truly affect our success in government, not rumors and heresay, etc. Mud slinging and attacking personal character does nothing to advance the cause of either party in the election. The time spent on these activities takes away from the things that we could be focused on to truly help the voice of the citizens of Walker County. I support P J Wilson. I feel that she is qualified and the best candidate for the office of County Commissioner. I feel that there needs to be a change in our current county government. |

What I saw at Tuesday night's forum was much the same as with the national election scenario. The incumbants bragged about things they had no control over and the challengers repeatedly called for change.My favorite speach was made by Bebe Heiskell who kept using the phrase, "...my goal is to provide the hightest quality service for the lowest possible cost." Very funny if you realize this woman does not believe in going out for bid on anythibng called a "service" or is under $100K. How would she know what the lowest possible cost is????? |

The Closer, You suggested you saw no corruption in other counties. Well it is in Walker, Chattooga And Floyd. I'm seeing stories of possible corruption in Dade. All within the LMJCC . Evanbubbafoster and others are hard pressed to turn their backs on the obvious. 25 years is a long time for you not to see the corruption, so I must question your 20/20 vision. |

I have a question that I can't seem to get anyone to answer, so I am going to ask it here.Ms. Peggy Joyce "P.J." Wilson claims that she is going to put "competent and qualified" people in as the directors of the County departments. I have heard that (and so far it is an unconfirmed rumor) the following people will be put in as the directors of the departments if Peggy Joyce "P.J." Wilson is elected as our new County Commissioner. Buddy Chapman (past Commissioner that was defeated by Bebe Heiskell) as our new Road Supervisor. Buddy has been operating a saw mill since he left office in 2001. What "qualifies" him to manage the road department? Johnny Noblett (fired from Dade County) as our new Landfill Supervisor, who was there when the past administration wanted to open a 5 acre MSW Landfill, which cost millions and would not have lasted but a few years. What "qualifies" him to manage our landfill? Ted Austin (past codes enforcement officer and past planning director), as our new Planning Director. He has worked at the Chickamauga Telephone Company since he left the County. I'm not sure what degree he holds, but doesn't our current Planning Director have some kind of environmental engineering degree? How can Ms. Peggy Joyce "P.J" Wilson compare these two and pick Ted Austin over an educated engineer? Is he more "qualified" than our current planning staff? Susan Hayes (past secretary for the Planning Office, tax office employee and environmental health office secretary) as our new County Coordinator. Currently, Mrs. Hayes doesn't appear to be doing anything but working to get Ms. Peggy Joyce "P.J." Wilson elected. What "qualifies" Ms. Hayes to take the place of our current County Coordinator, who holds a masters degree in public administration among many other degrees and certifications in emergency management. Andy Hames (mechanist and self employeed business man, nice guy) as our new codes enforcement officer and chief building official. Mr. Hames is upset that he couldn't get a permit for reconstructing the old AmVet building until our Commissioner Bebe Heiskell was satisfied that it was safe. Sounds like Mr. Hames didn't want to follow any codes or building requirements. What "qualifies" Mr. Hames to operate these departments when he himself didn't even want to follow those rules. Will Ms. Peggy Joyce "P.J" Wilson do away with these rules? Chuck Clements, current private attorney with major issues, as our County Attorney. Our current county attorney has had his own issues, but how can you deny the competency of a person that passed the bar twice and has only taken it twice. When comparing the two, which one is more "competent and qualified"? This group that I have heard that she will be bringing in does not seem like the kind of people that I would consider as "qualified" for these positions. Can anyone tell me if these rumors are true? I know that I have seen many of these people surrounding her at her events, but I want to know if these are the people that she is saying are "competent and qualified". How can Ms. Wilson justify firing the competent staff that already is in place and trained with this group? She claims to want to provide jobs, but wouldn't she be adding to the unemployment rate if she came in a fired a competent staff. With the economy the way that it is now, how is she going to justify getting rid of "qualified" people and having to train new people? |

The land bank she was referring to may be the authority that local governments are allowed to establish to manage government property acquisitions related to tax sales. I don't know if that is what she was referring to or not. Other regions have land banks as governmental authorities that can acquire and manage land for future use, but I don't know if Walker County is allowed to do that.According to the Georgia Code (available at http://www.lexis-nexis.com/hottopics/gacode/default.asp ) TITLE 48. REVENUE AND TAXATION CHAPTER 4. TAX SALES ARTICLE 4. LAND BANK AUTHORITIES O.C.G.A. § 48-4-64 (2008) § 48-4-64. Acquisition and disposal of property (a) If any party obtains a judgment for taxes against a tax delinquent property within the party county, any of the party cities, or the boundaries of the consolidated government and the property is ordered sold at a tax sale to satisfy the judgment, the authority may tender one bid at such sale, and such bid shall comprise the authority's commitment to pay not more than all costs of the sale and its assumption of liability for all taxes, accrued interest thereon, and penalties, and, if there is no other bid, the tax commissioner shall accept the authority's bid and make a deed of the property to the authority. (b) In accordance with the provisions of Code Section 48-4-45, the authority shall have the right to foreclose the right to redeem property at any time after the 12 month redemption period has expired pursuant to Code Section 48-4-65. Notwithstanding the foregoing provisions of this subsection, the right of redemption shall automatically terminate and expire upon failure to redeem in accordance with Code Section 48-4-81 where the tax sale was conducted pursuant to Article 5 of this chapter. (c) When a property is acquired by the authority, the authority shall have the power to extinguish all county and city or consolidated government taxes, including school district taxes, at the time it sells or otherwise disposes of property; provided, however, that, with respect to school district taxes, the authority shall first obtain the consent of the board of education governing the school district in which the property is located. In determining whether or not to extinguish taxes, the authority shall consider the public benefit to be gained by tax forgiveness with primary consideration given to purchasers who intend to build or rehabilitate low-income housing. The decision by the authority to extinguish taxes is subject to the vote requirements for dispositions of property under subsection (d) of Code Section 48-4-63. (d) At the time that the authority sells or otherwise disposes of property as part of its land bank program, the proceeds from the sale, if any, shall be allocated as determined by the authority among the following priorities: (1) furtherance of authority operations; (2) recovery of authority expenses; and (3) distribution to the parties and the appropriate school district in proportion to and to the extent of their respective tax bills and costs. Any excess proceeds shall be distributed pursuant to the agreement of the parties or by resolution of the consolidated government in accordance with the public policy stated in this article. (e) The authority shall have full discretion in determining the sale price of the property. The agreement of the parties shall provide for a distribution of property that favors neighborhood nonprofit entities obtaining the land for low-income housing and, secondarily, other entities intending to produce low-income or moderate-income housing. This is the 77 Million that Bebe was referring to...The HUD program, which would allow areas outside of metro Atlanta to share in $77 million in federal funds, was announced Tuesday during the Georgia Department of Community Affairs listening tour in Calhoun, which was attended by more than 70 local government representatives from 15 Northwest Georgia counties. Brian Williamson, assistant commissioner for the Community Development Division, said his division had just gotten the rules for the HUD funding and is working to draft a plan to distribute it to Georgia cities through the Community Development Block Grant program. This sounds like a bunch of fluff that was created for another central office position rather than paying our teachers more like Dalton City does. You wonder why some of our local people teach in other areas and not in Walker County...Michael Tipton, currently Principal at Gilbert Elementary, will join the Administrative Team as Coordinator for School Improvement. Tipton began his career teaching eighth grade at North Whitfield Middle School. While there he also coached girls' basketball and served on the Technology Committee. In 2000, Tipton moved to Howard Elementary as Lead Science Teacher, Balanced Literacy Study Leader and Technology Coordinator. At Cherokee Ridge Elementary, he was a first grade teacher, Technology Coordinator, After-School Program Coordinator and on the School Quality Improvement Council. Tipton served as assistant principal to Fairyland and Rock Spring Elementary before becoming Principal at Gilbert and President of the Principal's Association in 2006. He received a Bachelor of Human Science Development from Lee University and a Masters of Education in School Leadership from the University of Tennessee at Chattanooga. The Coordinator of School Improvement is charged with developing, achieving and maintaining the best possible educational programs and services to promote student achievement. It would have been nicer if there were actually a debate, but with so many candidates there it would have gone on forever.The candidates each gave different "facts" in their presentations, but do their statements verify when tested? As of September 4th, about half of them were scheduled to move to other state or federal facilities, and the state Department of Veterans Affairs was making arrangements for the rest. And the planned deadline for moving out was November 30th, not January 1st. Jason Black, areyou speaking of the Rick Davis who was formerly employed by FannieMae or was it FreddieMac? Mr. McCain has several people on his team who were formerly employed by them. ACORN is a community organizing group that registers voters. There are a few bad apples in the bunch. Obama does not pay them nor do they work directly for him unlike Mr. Davis who works for John McCain. |

Or if you work in the Walker County Court House just go to bo woods office and if he is there you will see one of the best examples of corruption in the LMJC. Take a walk through Lafayette Square and again there are plenty examples of corruption. |

The candidate forum should have a big turnout Tuesday night. We'll see if the Chamber of Commerce (responsible for asking the questions) can pretend to be unbiased.Any Democratic candidate that shows up will be very brave since the Chamber is definitely in bed with Bebe and Jeff. Let's just hope they make some attempt to make it fair. |
