Alleged child predator now in Catoosa jail

Catoosa and Whitfield County authorities say they have the man who preyed on several area children and attempted to kidnap them.

According to Catoosa County Sheriff Phil Summers and Whitfield County Sheriff Scott Chitwood, a joint investigation led to the arrest of Keel Lee Smith, 22, of 335 Maple Grove Road, Dalton, Ga., for multiple counts related to attempted child abductions in Catoosa and Whitfield counties.

The incident that spurred Smith’s identification and arrest was May 25 during the Ringgold 1890's Days celebration. Authorities said Smith sexually assaulted an 11-year-old girl in an alley on General Cleburne Street in Ringgold. Smith used a deliveryman ploy to coax the 11-year-old victim into the alley where the assault took place and Smith ran when confronted by an adult, Summers said.

Catoosa County sheriff’s investigators joined Ringgold Police Department, which was handling the initial investigation.

“It was learned at that time that Whitfield County Sheriff’s Office, along with Tunnel Hill Police Department, was investigating similar incidents…” Summers said in a written statement.

The Georgia Bureau of Investigation prepared a composite drawing based on witness identifications.

“During the investigation, it was learned that the suspect had family in the Ringgold area and was living in the Tunnel Hill area of Whitfield County,” Summers said.

Authorities used a driver’s license photo in a photographic lineup prepared by Catoosa County officers and Keel was identified in the assault at 1890's Days in Ringgold.

On June 16, officers arrested Smith in Elberton, Ga. for the sexual assault charge in Catoosa.

Once in Catoosa County, investigators from Whitfield County and Catoosa prepared a photo lineup, which led to positive identification in additional cases in Catoosa and Whitfield. . Smith was charged for an incident in Catoosa on November 13, 2006, where two female children, ages six and seven, received sexual advances from an unknown white male, Summers said.

The Whitfield County Sheriff’s Office has placed charges on Smith for incidents in Tunnel Hill on May 23, 2007, where an 11-year-old female was assaulted while playing in her neighborhood. Smith was also positively identified in an incident on May 31 in Tunnel Hill where a 6-year-old and a 10-year-old were playing on the playground of a local church where Smith confronted the two young victims and made sexual advances toward them, according to authorities.

Currently, Smith is in the Catoosa County Detention Center where he faces charges of kidnapping (1 count), child molestation (3 counts), aggravated assault (1 count), and criminal attempt to kidnap (2 counts). No bond has been set.

Sheriff Scott Chitwood said a hold will be placed on Smith for incidents in Whitfield County. Currently, Whitfield has obtained one count of child molestation against Smith.

“It is our plan to present evidence to a Whitfield County grand jury to indict Mr. Smith on multiple counts in addition to the child molestation charge,” Chitwood said in a written statement.

Chitwood and Summers said they want to thank all agencies involved in the investigation and stress this investigation will continue to determine if other incidents have happened in the local area.

tracyb, no I have not heard all of the details of how this happened and I am glad to hear her parents were with her and that her mother was the one who stopped it. Thank God, she was quick to react. I did not assume this childs parents were neglecting her, but had not heard if she was with adults or had been turned loose on her own. You would be amazed at the number of parents who bring their children to events such as this, ball fields, malls, etc. and just put them out. How frightening that this person was able to lure her away from her family. We can never be too careful and we all need to remind our children/grandchildren to never go with anyone who is not a family member. Yes, she is a brave child and I am thankful that she was able to give a good description and that finally this man is behind bars where he obviously belongs. My family has been through something similar and I know how horrible it is. From your comments, I take it you know this family, so please tell them they will be in my prayers until this is over with and this man is convicted.

thank god this vile human being has been taken off the street.I hope if he is convicted he spends a few years in prison.I have no sympathy for some one who would do this to a child.I always warn my girls about predators like this.

Maggie, you should have enough info from the news stories to know how the predator led the girl outside. For your info though, the parents were there, along with other family members. This all took place in less than 5 minutes. The mother is the adult who saved the child , and they all ran after the predator. No Police could be found, until several minutes after. This could happen to anyone at anytime. This brave child is the only reason the predator is behind bars, along with the families persistence to track him down. You will learn more in future news broadcasts. So, please, don't assume that the parents were neglecting the child, because that is how it sounds, and you would be WRONG!

A couple of more comments/questions, where were the parents of this 11 year old child? In my opinion, in this day and time we live in children of this age don't need to be at an event like this or at the mall, movies, etc. without a parent or adult with them. Even in small town America, we have child molestors!!!!!! Also, thank God, for the adult that noticed what was going on and chose to intervene, rather than walk away as so many would have done. Thank you for protecting this child.

Unbelieable that they actually arrested this guy that same evening as he tried to molest a child at 1890's Day, but released him, because the officer didn't think he had the right guy!!!!!! They had a description and a drawing why didn't they do a line up? I guess because he is clean cut, and rather innocent looking that he doesn't fit the "profile". Guess if he was bald and had tattoos they would have locked him up and thrown away the key. I'm sorry, just how stupid are the Catoosa County police??????? As for the sherriffs statement that they thought these were isolated inncidents, so what, let the public know that a child molestor may be targeting neighborhoods, etc. I think it far more important to let the public be aware, then to let unsuspecting children become victims.

yeah, law enforcement should just rush out and arrest him based on hearsay or speculation, that way when they lose the trial, the child molesterer can be free to act again, only this time more educated in ways to get away with it. Sounds like NAMBLA training pamphlet.
