State of the County address: Walker County commissioner praises community involvement

During her State of the County address on Tuesday, Walker County Commissioner Bebe Heiskell outlined the successes of her eighth year as sole commissioner, but credited community involvement as the true secret to her success.

“Early in my administration I began holding community meetings,” Heiskell said. “Community involvement is critical to good working relationships, because when the public is included, transparency is not something that is talked about, it is understood.”

Heiskell’s remarks were given at a luncheon before the Walker County Chamber of Commerce hosted at the Civic Center in Rock Spring.

Heiskell said community support has always been something she has enjoyed over the tenure of her administration.

She said this same community support has emboldened her over the years to strive for the best for the citizens of Walker County.

“It is an honor and a privilege to serve the citizens of Walker County,” Heiskell said. “(Leadership) is about fairness, good judgment, compassion, and always doing what is right for those you serve.”

Heiskell explained that it was through mutual cooperation of county leadership that the county enjoyed such a successful disposition.

She also credited much of the success of the county to “wonderful supervisors who manage their departments with efficiency and to their loyal support staff.”

“Working with our cities, our school system, and our regional, state, and federal partners has furthered good relationships, and also has streamlined and reduced the cost of government for the people of the county.”

Heiskell spoke on a number of topics during her address and concluded her speech by saying, “I am proud of the efficient operation of our county. Walker County is recognized as one of the best-managed counties in the state.”

Heiskell address included discussion on these topics:

* Operational and management infrastructure

“Through planning, infrastructure upgrades, and cost-cutting measures, we have significantly improved the maintenance and operation of the county government. With modern equipment, cross-training and internalizing services, we have cut $2 million out of the road department’s general fund budget while greatly increasing services.

“Our fire and emergency services are greatly improved and our ISO rating of 4 offers our citizens better protection of life and property while it reduces the cost of homeowners insurance.”

* Downtown revitalization

“Walker County is working with its cities to help with their revitalization, thereby improving their ability to bring in more retail and tourism tax dollars.

“The new primary care center in Rossville supports those uninsured and indigent that need medical or dental care. The cost is on a sliding scale according to ability to pay.”

* Green space and natural resources preservation and development

“Walker County has leveraged $200,000 in green space grant money to preserve about 5,000 acres of green space. Walker County’s 2007 tax digest was reduced by about $75 million in new conservation easements and covenants. Where this lowers the digest, the surrounding property usually increases in value because of green space.”

* Balance between residential, commercial, and industrial development

“With land-use planning, zoning, storm water management, and permitting, we have provided growth management. Residential development has gradually increased by about 4,000 homes in this decade.

“Our Highway 27 project and downtown redevelopment supports our efforts for more commercial development. Our marketing team, the Walker County Development Authority, and the Northwest Georgia Joint Development Authority seize every opportunity to bring in good, clean industry. Classified as ‘Auto Alley,’ we hope to the opportunity to develop support industry for an auto assembly plant in Chattanooga.”

* Tourism: natural, historical, and cultural

“Our special efforts on tourism have been focused on Pigeon Mountain where we are working toward a resort and conference center to bring in the kind of tourism enjoyed by such places as Stone Mountain State Park in Atlanta, Lake Blackshear in Cordele, and Brasstown Valley in Young Harris.

“We have worked very hard to get Highway 27 from Rossville to the Florida state line designated as a tourist route. Data from the Georgia Department of Economic Development shows over 10,000 jobs and more than $61 million in state and local tax revenues are generated each year by tourism along Highway 27.”

* Quality education

“Governor Perdue honored me with an appointment to the Governor’s Workforce Investment Board, where a team of 42 Georgia leaders worked for a year and established six strategic goals for quality education to be implemented in the state and are now in the implementation and oversight process.”

* Community development

“Walker County’s poster child of community development is the Villanow community. Their vision for their community was reinforced with land they acquired and offered Walker County for a new community center and recreation complex. They are supporting their vision by going door-to-door in their community to get the SPLOST vote out. Other community projects are to also follow their lead.”

* Regional collaboration

“With support from regional organizations such as Coosa Valley RDC, Southeast Tennessee Development District, the Chattanooga Metropolitan Planning Organization, and the Georgia Department of Community Affairs, organizations upon which I am a member of their board of directors, work closely with Walker County to provide opportunities for regional collaboration.”

* Lowest property taxes

“Walker County has the lowest tax rate for the operation of county government, exclusive of schools, in the state. We have had the lowest, or near the lowest tax rate, every year that I have held office.

“Walker County government has a $17 million operating budget. To serve a population the size of Walker County, this is incredibly low.

“I support real property tax reforms on the state level, if they are fair and well-defined.”

* Special purpose local option sales tax (SPLOST)

“The voters of Walker County have had the good judgment to pass SPLOST every time it was put on the ballot for the past 20 years. We have a new referendum coming up July 15. Citizens will have the opportunity to vote on the SPLOST in both the Republican and Democratic primary.

“Remember, if you hate property taxes, if you want to see Walker County blossom as a tourist destination, if you want to see major improvements in your county and all the cities in Walker County, support the SPLOST. If it passes, all our capital improvements can continue to be funded with sales tax dollars spent by people visiting our county instead of owners paying the bill.”

my point is there are cuts that can be made by the county and we should eliminate wasteful spending and if you were to calculate in what we are spending on gas for those who get to take a company car home it would make their salary seem incredibly outrageous. And yes I will try to contact someone who knows for sure about the school and gas situation.

mdsp: I get what you are saying, but you do understand that the County employees and the County buses are not funded by the same pot of money don't you.?!.?! There is a fuel log. Every time an employee gets gas at the road department you have to enter the mileage before it will let you fuel up I believe. The hard part would be for those that have jobs that require the use of the vehicle throughout the day. I would certainly be easy to check the log on those that use it to drive home and back, but a bit more difficult if the vehicle is used for say inspections, checking job sites, checking complaints, addressing, driving to different offices buildings throughout the county during the day, etc. It isn't impossible, but a bit more difficult. I'm not sure about the schools closing, I don't remember that, but it doesn't mean it didn't happen. But again, please understand that the funds for county buses and the funds for the County Government are a different pool of money. The funds are not interchangable (sp?). I am sure everyone would agree that our students are more important, but County government funds can not provide fuel for school buses. There is also no question that using your County Car for personal use is not a good thing and anyone who does should be repremanded (sp?) (unless of course it is the commissioner who is on the job 24 hours a day 7 days a week and is ALWAYS.

MDSP...why don't you call one of the school board members to find out about the county buses. This way you will have the information first hand and just might believe it.

Young pup,
I understand that a company car is standard in alot of jobs with alot of companies, I myself worked in a job for many years where I had a company car. I did not use the company car as a personal vehicle but do understand how easy it would be for someone to do so. The way I see it these individuals are basicaly getting a raise in salary every day that gas prices go up. If I were commisioner I would, I would take alot of time looking into this it would be simple to trck the mileage to and from the employees residence and back to work ...do these employees keep a mileage log? If not as a taxpayer I would request that they do so and it needs to be part of someones job to monitor this. Where is the gas or fuel purchased or taken from and how much is the bill each month for the total consumption of fuel or gas by the county.
Correct me if I'm wrong but I beleive that someone told me about two years ago school in Walker County was closed for a couple of days due to gas hitting $3.00. I would love to know if this is true, if so it would justify my point. We should not allow county employees to waste money that is needed by the school system.
If anyone knows if this is true or not please let us know and I would love to know what it costs to run county buses for one day and then lets decide which is more important getting kids to school or letting county employees use their cars for personal use.

mdsp and shadow: The Central of Georgia Railroad is listed as the owner of the rail spur, which includes approximately 2 acres.

mdsp: it is my understanding that some of the county employees negotiated driving a county car instead of a higher salary. Would you support taking the cars away and compensating those employees for not having a car? I agree that there are some employees that take advantage of having a car and they do use it as a personal vehicle and for that I do agree that those people should be ashamed. But there are those county employees that do have county cars and drive them only for work purposes. If this was part of the agreement for their salary and they do not use it for personal use, I don't feel that these employees have anything to be ashamed of.

Shadow: You make very good points and are correct. When people can't afford to put gas in their car or food on the table the last thing on their mind is tourism.

Ok. Everyone keeps talking about PlyMart leaving like they just decided they didn't like Walker County and would go somewhere else. Check it out, people. PlyMart had so many of its customer's file bankrupcy they had to close all but 5 stores. That is the effect of the national economy, plain and simple. So, the rail spur may not be used by PlyMart now, but it is available as a "selling point" for other industries looking at the county.

We need to put some production jobs back in this County. We are Not Chattanooga and do not need to "focus" on tourism. We are supporting people that work everywhere but here. Our infrastructure cannot survive on tourism. Sounds to me like this land deal is a baleout purchase for a buddy.
Dow is closing Reichhold. Look at the empty retail space in LaFayette. Look at what happened with Plymart! we spent money for a railroad siding to support them and they up and left. I guess we could turn that into an amusement park ride. Just like our government, it would go nowhere.

Putting a lodge on the Mountain would just be another business that would not be able to support itself. PEOPLE ARE LOSING THERE JOBS IN THIS COUNTY THEY CAN NOT AFFORD TO PAY TO SPEND THE NIGHT IN A LODGE! I overheard a woman in line at the grocery store the other day trying to explain to her daughter why they would not be able to take the trip to Disney World this Summer that they had promised her. The little girl looked to be about six and you could tell it was breaking the mothers heart because the child did not understand "mommy and daddy can't afford it". Children that young should not have to worry about finances. Everyone needs to get their priorities in order and worry about our county going bankrupt and not about spending more money that is not neccessary, we need to be trimming the budget in the county.

Exactly! We have VERY few tourist attractions and they one we do have, people have to leave it for the basics - shelter, food, beverages...Let's make it so you can just stay there and enjoy what's around you! Please don't misunderstand me. I'm not for residential development or major commercialization on the mountain. Just a nice lodge and maybe some overnight cabins. I've been to Alaska and seen this done very nicely. It is certainly possible to create a tourist destination without destroying the environment those tourists are they for.

I do not have an old school mentality I am simply saying if something isn't broken don't fix it. The responsible thing to do would be to petition those who actually use the mountain in its natural state and not those who want to develop it. We have very few tourist attractions in Walker County and the one that actually pulls people in and forces them to spend their money in Lafayette for food, beverages... you want to mess with.

mdsp - I agree that alot of people certainly do take advantage of roughing it on Pigeon. I can also say that after a 12 hour Ellison trip, I would LOVE to drag my whipped self into a lodge with hot showers and comfy beds as opposed to crawling back into my tent with wet ones for my shower and a ridgerest for my mattress. I love taking people to Pigeon so they can enjoy it. I think you have the old school caver mentality of "don't tell anyone about it because then it will be ruined". Trust me - I have plenty of friends who explore and keep it to themselves for this exact reason. I think a beautiful area like Pigeon and Mountain Cove should be shared and if we can protect it while prospering the county, all the better!

Youngpup, have you ever rented a cabin at Cloudland Canyon in neighboring Dade County? Maybe you are not into roughing it but those who visit the caves are. Why do we need to be like everyone else (Brasstown for example) why can't we keep the good thing that we have. Maybe it does not appeal to you but it does to many. I spoke with a couple of people tonight that I know frequent and enjoy Pigeon Mtn almost every weekend and they are totaly against it and were shocked when I told them that the article states that we average about 3000 a weekend, they think it is more like 250 and yes they are there most weekends. The people that I am talking with have brought friends in from other states themselves because they are so proud of the caving and climbing available here.

I believe that Walker County needs more overnight accomodations all over the County. This would generate sooooo much sales tax revenue if tourist could spend the night here. Have any of you ever been to Brass Town. It is absolutely beautiful. From the roads and many of the hills, you can't even tell that there is a Lodge, overnight cabins, etc. in the area. It is the most peaceful place that I have had the pleasure to visit. IF what the state and county want to do with Mountain Cove properties is like Brass Town, I am ALL for it and believe that the people that MDSP is referring to with the poll would probably feel the same way. What I don't want to see is a huge, overbearing, commerciallized metropolis. It needs to be blended with nature for everyone to enjoy. Right now, we can only visit and leave unless you want to rough it and I for one am not into roughing it, but I would love to be able to visit and spend the night, even though I live here. I feel very certain that Commissioner Heiskell feels exactly the same way that I do about the protection of that property. She cares way to much about Walker County to want to see this valuable resource wasted. I believe that she feels that if the state has it that it will be even better protected than if a developer were to purchase it. The previous owner wanted to divide it up into 10 acre tracts. This is certainly not want anyone wants.

Maybe we should poll the people who actually frequent and use Pigeon to see how they feel about a lodge or convention center. The reason people come in from out of the county and state are to enjoy the untouched beauty and the wildlife. Am I to beleive that the county would keep the road up the mountain paved when our streets are in such bad shape now.

I don't think anyone wants to see Pigeon Mountain turned into some froo-froo residential complex but it would certainly be nice to have a lodge or hall, even with some overnight cabins on the mountain. It would be a beautiful place to hold meetings and I'm sure more than one wedding would be held up there! I think the land purchase would be a great thing. As for a parking fee, Pigeon is state owned land so how could the county try to charge for use? That would be controlled by DNR, wouldn't it? They are the ones performing the "upkeep".

I am for SPLOST as I have said before but after reading the article about Mtn. Cove Farms and Pigeon I am very upset that Bebe is wanting to use 3 mil. of SPLOST money to help fund this land purchase. This area does not need to be developed so many people come in from out of state to cave and to climb at Rock Town just as Andy Hames mentioned tonight on UCTV charge a parking fee. 2.00 per car would make a huge difference over a years time and would help to pay for the upkeep on the mountain.

KEEP DEVELOPERS AWAY FROM PIGEON MOUNTAIN!

Does anyone know where I can find what the six strategic goals for quality education is that Bebe talked about. I am sorry I a missed her State of the County Address. I am always a day late and a dollar short.

I am for the SPLOST, I think that it is a good thing our property taxes are high enough and I fear without this they will go even higher so yes I am pro-SPLOST.
I would not call myself anti-Bebe. I'm sure Bebe is probably a very good person and a very caring person. My discontent is with the friends that she chooses to help her run the county. If Bebe were going this alone and calling the shots herself I would have nothing to complain about but I fear that in the beginning she probably gave a few a little power and they went crazy with it and now she doesn't know how to get it back. It's sort of like when you have children and you want them to be happy and well rounded so you give them a little freedom during their toddler years, let them pick out what they want to eat, what they want to wear... and by the time they're about 5 or 6 you can't do anything with them and you have to call in Super Nanny to help get the control back.
